May be it's a bug or a feature using 1.9.0.460.
I want to test a new package. In Test Builder I make a very simple test for a very simple function and save. Then I switch to another function to prepare some less simple tests. Clicking now on button Run only runs tests for the first function.
As I can see in Test Editor the second function is deactivated.
I expect that all new tests are activated by default.

Thomas, we didn't change anything in this area for 1.9 that I know of. I would like some clarification:
No test existed for package ABC
You started up Test Builder and created a test for one function in ABC.
Then while still in TB, you chose another function, created some other tests.
Then when you ran the test from TB, the tests from the second function were not active.
This is correct? Then I ask: you say "prepare for some less simple tests". Does this mean you did not finish these tests? Did you have any warnings when you ran?
Also, can you reproduce this behavior? I will try as well, of course, but I have a feeling it may be specific to the kinds of tests you were building on the second function.

Steven, your scenario is correct I reproduced it twice before I posted my message, just to be shure.
I had no warnings when I clicked Run.
Less simple means editing the customization areas for test setup and more than one outcome, including single value queries.

Thomas, there is a "workaround" - don't do any intermittent saves. Just do one save "at the end" of your session in Test Builder. I know that this is not ideal. But that is where the bug seems to come in.
After that initial save, TB thinks you are editing an existing test definition and in that situation, we do not change the status of a unit test. If the user had previously deactivated it, we keep it that way.
This logic clearly needs some correction, which we will do.
